Job Description:
This client is a major manufacturer of petrochemicals which are refined and then packaged for retail sale through Mass Merchants, etc.
Purpose:
• Has direct responsibility for the supervision of the plant maintenance personnel, and execution of the corrective and preventative maintenance programs.
• Has direct responsibility for the Health, Safety, Security and Environmental (HSSE) programs and activities of the facility.

Reporting Relationships:
• Reports to the Plant Manager
• Supervises plant maintenance personnel.
• Directs that activities of the HSSE Coordinator and Maintenance Supervisor.
Dimensions:
HSS&E:
• Ensures the integrity of and compliance with established Corporate programs as well as Federal, State, and local regulations.
• Responsible for reducing the frequency of accidents, injuries and spills. Also accountable for plant regulatory compliance.
Reliability:
• Ensures uninterrupted manufacturing through the execution of effective corrective and preventive maintenance programs.
• Accountable for plant regulatory compliance.
People:
• Leads, assesses, and develops direct reports.
• Ensures all personnel have visibility and knowledge of their objectives and tasks to be performed as well as understand their role in achieving success in Plant Operation's mission and quality policy.
• Measures, develops, and improves the performance of workforce to both broaden their experience & skills and to optimize operations in the facility.
• Responsible for the Contractor Assurance Program.
Cost:
• Develops and implements the annual HSSE and maintenance budgets.
• Manages the expenses within this budget to ensure the profitability and ongoing success of the performance unit and Company.
Quality:
• Follows all applicable ISO-9000 procedures and work instructions so as to comply with the ILS ISO-9000 quality system.
• Ensures that existing procedures and work instructions are written for activities that are not fully covered, where these have been identified by informal review or by formal internal audit.
• Provides training on new or modified procedures and work instructions to ensure that they are understood and followed as appropriate.
Continuous Improvement:
• Looks for ways to improve the operations within the plant, from all points of view, with the aim of reducing the cost of fulfilling and exceeding the customers’ demands.
Accountabilities:
• Interacts with the plant leadership team to ensure HSSE and regulatory compliance.
• Directs the activities of the HSSE Coordinator, Maintenance Supervisor and plant Maintenance Technicians.
• Coordinates the activities of contractor services for plant maintenance and operability activities.
• Ensures alignment of the plant HSSE and maintenance activities with the overall ILS Supply Chain strategy.
• Works closely with plant supervision to ensure maintenance activities are conducted in a manner that does not interrupt the manufacturing schedule and assures maximum uptime.
• Liaises with the other Plant Safety & Engineering Managers and the Regional Engineer to maintain regional consistency, and a flow of best practices and continuous improvement activities.
• Liaises with the Regional HSSE Manager to ensure alignment to the global strategy and share learnings across the business.
• Develops and executes the Plant HSSE and maintenance budgets to ensure plant integrity and profitability.
• Works closely with Supply Chain purchasing personnel to ensure contractor services are selected in a manner that meets contractor assurance requirements, while ensuring plant integrity and profitability.
• Coaches, counsels, and develops team members and ensure necessary capabilities are developed and maintained.
• Completes performance reviews, salary administration and career development for team members.
